Aspects of these claims are reflected in the field of international relations in the work of Ian Manners, who stresses the concept of Europe exercising power in the world through its ability to influence (and partially set) global opinions and norms (Manners, 2002). He states that Europe's normative powers do not rest on its military or economic might, but in its 'ideological power' or power over opinion and more importantly upon its ability to shape the Democracy Promotion and the Normative Power Europe Framework: The European Union in South Eastern Europe, Eastern Europe, and Central Asia is an edited work which looks at Normative Power Europe through the lens of democracy promotion in the areas of South Eastern Europe, Eastern Europe and Central Asia. 1 While the literature on ‘normative power Europe’ was initially largely shaped on the conceptual level, a body of empirical work has begun to emerge (e.g. Tocci 2008; Whitman 2011).
